Notification

Domestic electric food mixers (liquidizers and grinders) and centrifugal juicers were brought under mandatory certification through the Kitchen Appliances (Quality Control) Order, 2018, notified via S.O. 5243(E) dated 10 October 2018 by the Ministry of Commerce & Industry under the BIS Act, 2016. This Order made it compulsory that all such appliances manufactured, sold, or imported in India conform to IS 4250 and carry the ISI mark.

Enforcement Timeline

The Order came into effect on 1 May 2019, after which no non-certified food mixers, grinders, liquidizers, or juicers could be manufactured, stored, imported, or sold in India without BIS approval.

Overview

IS 4250 lays down specifications for safety, design, performance, and construction of food mixers, grinders, and centrifugal juicers. It covers aspects such as mechanical stability, resistance to overheating, protection against electric shock, durability of insulation, and operational performance including blending, grinding, and juicing efficiency.

Objective & Scope

The key objective of IS 4250 is to ensure consumer safety and product reliability in small kitchen appliances that are heavily used in Indian households. The scope includes electrical and mechanical safety, material quality, and performance benchmarks to safeguard users against fire hazards, electric shocks, and premature product failures.

Products Covered

  • Domestic electric food mixers
  • Grinders (wet and dry)
  • Liquidizers
  • Centrifugal juicers

Exemptions Provided

Appliances manufactured exclusively for export are exempted from mandatory BIS certification.

Industries Impacted

  • Small Appliance & Kitchenware Manufacturers
  • Electrical & Electronics Appliance Industry
  • Importers & Distributors of Kitchen Appliances

Mandatory Compliance Requirements

Manufacturers and importers must obtain a BIS license, get their products tested in BIS-recognized labs, and affix the ISI mark on all units and packaging. Compliance is governed under Scheme-I of the BIS (Conformity Assessment) Regulations, 2018.

Next Steps for Stakeholders

Stakeholders must file BIS applications, ensure conformity to IS 4250 via testing, and declare compliance before products are marketed. Ongoing compliance audits and renewals are also required.

Legal Provisions, Enforcement & Penalties

The BIS Act, 2016 empowers BIS to inspect and seize non-compliant appliances. Offences can attract penalties such as seizure of goods, license suspension or cancellation, fines, and imprisonment up to two years.

Conclusion

Since 1 May 2019, all domestic food mixers, grinders, liquidizers, and centrifugal juicers must comply with IS 4250 and carry the ISI mark. The QCO ensures higher safety and performance standards in household appliances, protecting consumers and strengthening product reliability.
