Notification
Scanners fall under the scope of the Electronics and IT Goods (Requirements for Compulsory Registration) Order, 2012, notified via S.O. 2357(E) dated 3rd October 2012 under the BIS Act, 1986. The order was amended through notifications in 2013 (extensions, transitional provisions) and later consolidated into the CRS Order, 2021 under the BIS Act, 2016 (S.O. 1248(E) dated 18 March 2021, with corrigendum S.O. 1353(E) and amendment S.O. 2844(E)).
Overview
Scanners are IT equipment used to convert physical documents and images into digital format. IS 13252 (Part 1):2010 specifies general safety requirements covering electrical, fire, and mechanical safety to protect users and ensure product reliability.
Objective & Scope
The regulation aims to ensure that scanners marketed in India are safe, reliable and compliant with global IT equipment safety norms. It covers consumer, office, and industrial scanners of all sizes and configurations, requiring BIS certification before sale.
Products Covered
Flatbed scanners, sheet-fed scanners, handheld/wand scanners, document/network scanners, and scanner modules marketed independently are included.
Exemptions Provided
Goods manufactured solely for export, products imported exclusively for testing/demonstration, and Highly Specialized Equipment (HSE) (meeting BIS exemption criteria such as weight >80 kg, dimensions >1.5 m, current >16A, or low-volume <100 units/year) are exempted.
Industries Impacted
The order affects scanner OEMs, IT equipment importers, distributors, retailers, e-commerce platforms, and institutional/government buyers.
Mandatory Compliance Requirements
From the effective dates, all scanners sold or imported into India must:
- Conform to IS 13252 (Part 1):2010,
- Obtain BIS CRS registration,
- Carry the self-declaration and Unique Registration Number on packaging/label.
Enforcement Timeline
- Under the 2012 Order → became effective on 3rd July 2013 (after extension).
- Under CRS 2021 → effective from 18th September 2021.
Legal Provisions, Enforcement & Penalties
BIS is the certifying and enforcement authority. Non-compliance may result in cancellation of license, seizure of goods, fines, and imprisonment up to 2 years under the BIS Act, 2016.
Conclusion
Scanners must be BIS-certified under IS 13252 (Part 1):2010 before being manufactured, imported, or sold in India. Stakeholders must secure CRS registration, affix the required marking, and align supply chains to ensure compliance and avoid regulatory penalties.
