Notification

Geocells have been notified under the Geo Textiles (Quality Control) Order, 2022, via S.O. 1706(E) dated 10 April 2023 by the Ministry of Textiles. The Order was amended via S.O. 2331(E) dated 24 May 2023, and the final enforcement date of 1 January 2024 was confirmed by Ministry Order dated 6 October 2023.

Overview

Geocells are three-dimensional honeycomb-like cellular confinement systems used for soil reinforcement and erosion control. Typically made from HDPE or other polymers, these structures are expanded at the job site and filled with soil, aggregate, or concrete to form a stable, load-distributing platform. They are widely used in slope protection, embankment reinforcement, unpaved road support, and railway subgrades.

Objective & Scope

IS 17483 (Part 1): 2020 establishes minimum quality requirements and testing methods for geocells used in soil stabilization. It covers tensile strength, seam strength, density, dimensional consistency, and performance under load and stress conditions.

Products Covered

The specification applies to geocells used for:

  • Base reinforcement of unpaved roads and working platforms
  • Embankments and soft soil stabilization
  • Slope and channel erosion control
  • Retaining wall facings and load support over weak subgrades

Exemptions Provided

Products manufactured exclusively for export are exempt from BIS certification and ISI marking obligations.

Industries Impacted

  • Highways & Railways – Soil reinforcement and load distribution layers
  • Defense & Border Infrastructure – For rapid deployment roads and heliports
  • Mining, Ports & Oilfields – Stabilizing haul roads and platforms
  • Geosynthetics Manufacturing – BIS-compliant production of cellular grids

Mandatory Compliance Requirements

From 1 January 2024, geocells sold or used in India must:

  • Conform to IS 17483 (Part 1): 2020
  • Be BIS certified under Scheme-I
  • Bear the ISI mark on product packaging and labeling

Next Steps for Stakeholders

  • Submit application for BIS license along with technical documents
  • Conduct testing through BIS-recognized laboratories
  • Begin ISI-marked production and sales ahead of the enforcement date
  • Maintain clear records for export-only units, if applicable

Legal Provisions, Enforcement & Penalties

The order is enforced under the BIS Act, 2016, with BIS authorized to inspect, audit, and enforce compliance. Penalties for violations include:

  • Seizure of stock
  • Suspension or cancellation of license
  • Fines or imprisonment up to 2 years, or both

Conclusion

Effective 1 January 2024, all geocells used for soil stabilization and reinforcement must be BIS certified and conform to IS 17483 (Part 1): 2020. This ensures safety, performance, and reliability in key infrastructure projects involving soft soils and erosion-prone terrains.
