Notification
Curtains and drapes have been brought under mandatory BIS certification through the Protective Textiles (Quality Control) Order, 2022, notified via S.O. 1707(E) dated 10 April 2023 by the Ministry of Textiles. The Order was amended twice: First Amendment via S.O. 2332(E) on 24 May 2023 revised the enforcement date, and the Second Amendment via S.O. 3896(E) dated 11 September 2024 omitted entry at Sr. No. 2 but retained curtains and drapes (Sr. No. 1).
Enforcement Timeline
The final enforcement date for compliance was revised to 7 October 2023, following the first amendment order.
Overview
Curtains and drapes are widely used textile furnishings in households, hospitality spaces, and institutions. Due to their extensive surface area and frequent exposure to potential fire sources (e.g., lighting, electrical fixtures), fire resistance becomes an essential safety feature. The IS 15741:2007 standard specifies performance benchmarks for resistance to ignition in such textile products.
Objective & Scope
The primary objective of IS 15741:2007 is to enhance public safety by mandating fire-retardant performance of curtains and drapes. The specification ensures these products resist ignition under standard test conditions, thereby reducing fire hazards in residential and commercial settings.
Products Covered
This specification applies to all textile-based curtains and drapes intended for interior furnishing purposes. It includes woven, knitted, or nonwoven fabrics designed to cover windows, partitions, or used as decorative hangings in public and private spaces.
Exemptions Provided
As per Clause 2 of the QCO, the provisions of mandatory BIS certification do not apply to products exclusively manufactured for export.
Industries Impacted
- Interior Furnishings & Home Textiles – As suppliers of fire-resistant curtain materials.
- Hospitality & Institutional Suppliers – For compliance in hotels, hospitals, theatres, schools, etc.
- Safety and Fire-Resistant Textile Manufacturers – Directly impacted due to requirement of fire-retardant product specifications.
Mandatory Compliance Requirements
All curtains and drapes covered under IS 15741:2007 must be certified by BIS under Scheme-I of the BIS (Conformity Assessment) Regulations, 2018. Products must carry the ISI mark and conform to prescribed fire safety parameters.
Next Steps for Stakeholders
Manufacturers and importers should:
- Apply for BIS certification immediately
- Conduct necessary testing through BIS-recognized laboratories
- Ensure packaging and labeling with ISI mark before sale or distribution
- Ensure continued conformity with the latest version of IS 15741
Legal Provisions, Enforcement & Penalties
The Order is enforced under the BIS Act, 2016. BIS is the designated certification and enforcement authority. Violations can lead to:
- Seizure of non-compliant products
- Suspension or cancellation of BIS license
- Fines or imprisonment for up to two years or both
Conclusion
Compliance with IS 15741:2007 is legally mandatory from 7 October 2023 for all manufacturers and suppliers of curtains and drapes. The 2022 Order ensures consumer safety through enhanced fire resistance standards, with strict enforcement under the BIS Act. Stakeholders are advised to act promptly to avoid penalties and continue lawful trade.
