Blankets, Pads, Clothing and Similar Flexible Heating Appliances have been brought under mandatory BIS regulation through the Safety of Household, Commercial and Similar Electrical Appliances (Quality Control) Order, 2025, notified via S.O. 2232(E) dated 19 May 2025 under the BIS Act, 2016. This order supersedes the previous QCO 2024 issued via S.O. 4098(E) on 17 September 2024.
Overview
These products include electric blankets, heating pads, and battery-powered heated garments used for personal warmth or therapeutic applications. Due to direct contact with the body and continuous heat exposure, strict safety standards are necessary to prevent electric shocks, burns, or fire hazards.
Objective & Scope
The aim of the QCO is to ensure all flexible heating appliances conform to IS 302 (Part 1):2024, which sets requirements for insulation, overheat protection, mechanical safety, water resistance, and long-term durability.
