Notification

Moulded PVC Outsoles are regulated under the Footwear Made from All Rubber and All Polymeric Material and Its Components (Quality Control) Order, 2024, issued by the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry. This regulation was notified via S.O. 1422(E) dated 15 March 2024 and amended through S.O. 3701(E) dated 30 August 2024, allowing the sale of pre-existing uncertified stock manufactured or imported before 1 August 2024 until 31 July 2026.

Overview

Moulded PVC outsoles form a critical component of various footwear categories including casual, formal, and industrial shoes. To enhance safety, performance, and durability of such footwear, this product has been brought under mandatory quality control. All manufacturers and suppliers are now required to adhere to the IS 6719:1972 standard and obtain BIS certification before selling these products in India.

Objective & Scope

The regulation aims to ensure uniform quality, slip resistance, abrasion strength, and material stability of PVC outsoles. IS 6719:1972 prescribes the physical and performance requirements for these outsoles to ensure they provide sufficient grip, flexibility, and longevity in varied usage conditions.

Product Covered

This applies specifically to Moulded Polyvinyl Chloride (PVC) Outsoles, manufactured for integration into a wide range of footwear. These soles are commonly used in the production of economical, everyday-use footwear and also in certain categories of occupational shoes.
