Notification
The product Plant Support Nets has been included under mandatory certification through the Agro Textiles (Quality Control) Order, 2023, notified via S.O. 4248(E) dated 27 September 2023 by the Ministry of Textiles. As per the amendment notification S.O. 1579(E) dated 28 March 2024, the final enforcement date for compliance was extended to 1 July 2024.
Overview
Plant support nets are textile structures designed to aid the vertical or structured growth of crops by providing mechanical support to stems, vines, or branches. They are widely used in agriculture and horticulture to improve yield, support climbing plants, and enhance sunlight exposure. IS 17513:2020 provides the required specifications to ensure consistent quality and durability of these nets under varying agricultural conditions.
Objective & Scope
The main objective of IS 17513:2020 is to standardize the material and mechanical properties of synthetic plant support nets. The scope includes parameters such as mesh dimensions, tensile strength, UV stability, and environmental resilience. These nets are intended to help manage plant posture, reduce breakage or lodging, and improve overall crop management efficiency.
Products Covered
This standard covers synthetic plant support nets used in vertical farming, polyhouses, greenhouses, and open-field farming. These nets are typically mounted vertically or horizontally to guide and support the upward growth of climbing or fruit-bearing plants such as beans, tomatoes, and cucumbers.
Exemptions Provided
Plant support nets exclusively manufactured for export are exempt from the mandatory BIS certification requirement.
Industries Impacted
- Agriculture – Used for supporting climbing vegetable crops such as bitter gourd, tomatoes, peas, and cucumbers
- Horticulture – Applied in nurseries, floriculture, and greenhouses for vertical gardening and structured plant management
- Protected Cultivation – Extensively used in net houses and polyhouses for crop training and support
Mandatory Compliance Requirements
From 1 July 2024, all plant support nets must conform to IS 17513:2020 and carry the ISI mark as proof of BIS certification under Scheme-I of the BIS (Conformity Assessment) Regulations, 2018. Non-certified products cannot be sold or imported in the Indian market after this date.
Next Steps for Stakeholders
Manufacturers and importers must:
- Apply for BIS certification under IS 17513:2020
- Get their products tested in BIS-recognized laboratories
- Ensure each product is properly labeled and marked with the ISI mark before sale or distribution
Legal Provisions, Enforcement & Penalties
This requirement is enforceable under the BIS Act, 2016. BIS holds authority to inspect facilities, audit production, and initiate legal action in case of non-compliance. Penalties may include seizure of non-compliant goods, suspension of licenses, monetary fines, and prosecution under applicable laws.
Conclusion
Effective 1 July 2024, plant support nets used in agriculture and horticulture must comply with IS 17513:2020 and be BIS-certified. Timely compliance is crucial for manufacturers and importers to maintain uninterrupted market access and avoid legal or enforcement risks.
