This product category is governed under the Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024, notified via S.O. 3649(E) on 28 August 2024 and later amended through S.O. 2579(E) dated 12 June 2025. The Order is issued by the Ministry of Heavy Industries under the authority of Sections 16, 17, and 25 of the BIS Act, 2016.

The QCO aims to ensure the safe design, performance, and conformity of power semiconductor converters, such as rectifiers, inverters, and power control units, before they are manufactured, sold, or imported in India. It covers all equipment and their associated parts operating under HS Code 850440, whether imported or domestically produced.

Effective Date

The Order will come into effect from 1 September 2026 for fully assembled converters. For components and sub-assemblies, a separate enforcement date will be notified in the official Gazette.

Certification & Scheme

Certification is mandatory under Scheme X of the BIS conformity assessment regime. The manufacturer or importer must obtain either:

  • A License to use the ISI Mark, or
  • A Certificate of Conformity (CoC), depending on product applicability.
    Without certification, sale or import will be restricted post the effective date.

Pre-Certification Requirement

Before applying for certification, the manufacturer or importer must:

  • Complete BIS registration.
  • Select the applicable IS standards for the product.
  • Submit a technical file with safety data, specs, risk assessment, and drawings.
  • Undergo type testing in a BIS-recognized lab.
  • Prepare for a factory inspection (if required by BIS).
