The regulation of weaving machines (looms) and their parts is governed under the Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024, issued via S.O. 3649(E) dated 28 August 2024, and subsequently amended by S.O. 2579(E) on 12 June 2025. The Order is issued by the Ministry of Heavy Industries under Sections 16, 17, and 25 of the BIS Act, 2016, making BIS certification legally mandatory for sale, import, or distribution of these products in India.
Objective & Coverage
This QCO aims to ensure safety, reliability, and standardization of weaving machinery (looms) and their parts. It covers complete weaving machines, automated looms, shuttleless looms, and their assemblies, sub-assemblies, and components. The regulation is applicable to both domestic manufacturers and foreign importers selling or distributing these products in India.
Effective Date
The Order comes into force from 1 September 2026 for complete weaving machines. The implementation date for sub-assemblies and components will be announced separately through BIS notification.
Certification & Scheme
Under this QCO, all products must obtain BIS certification through Scheme X, either in the form of:
- A License to use the ISI Mark, or
- A Certificate of Conformity (CoC) where ISI marking isn’t applicable.
Certification is product-specific and location-specific, and is mandatory before sale or import in India.
Pre-Certification Requirement
Before applying for certification, manufacturers must:
- Register on the ManakOnline portal of BIS.
- Identify the applicable Indian Standard (IS) for their loom type.
- Prepare a technical file with design documents, safety risk analysis, and specifications.
- Submit the product to a BIS-recognized lab for type testing.
- Be audit-ready for BIS inspection, if deemed necessary.
These steps form the backbone of Scheme X, which ensures the product is both safe and conforming to national standards.
Labeling & Compliance
Every certified product must display:
- The ISI mark or Certificate of Conformity.
- Manufacturer’s name and address.
- Product model/type, control systems, and mechanical features.
- Clear safety warnings, technical markings, and usage instructions.
Labeling must strictly follow Scheme X norms and applicable IS standards such as IS 16569 and IS 12258.
Applicable Indian Standards (IS Codes)
The weaving machines and their components must conform to the following key IS codes:
- IS 17361 series – Safety of textile machinery (Type C).
- IS/IEC 60204-1 – Electrical safety (Type B).
- IS 16569 – Safety symbols and pictograms (Type B).
- IS 12258 – General safety design principles (Type A).
In case of conflict among these types, Type C standards (product-specific) override the general or component-level norms.
