This product category is covered under the Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024, issued by the Ministry of Heavy Industries, via Notification No. S.O. 3649(E) dated 28 August 2024. It was amended by S.O. 2579(E) dated 12 June 2025 to revise the compliance timeline. The Order is issued under Sections 16, 17, and 25 of the BIS Act, 2016 and mandates safety compliance and BIS certification for a wide range of industrial and electrical machinery.
Objective & Coverage
The primary objective of this QCO is to ensure the safe design, manufacture, and import of centrifuges and filtration/purification machinery used for liquids and gases. This includes products for separation, purification, decontamination, water and air filtration, and industrial gas handling. The Order applies to finished equipment as well as their assemblies, sub-assemblies, and components under the mentioned HS Codes. It aims to improve operational safety, standardize product quality, and align domestic manufacturing with global standards.
Effective Date
The QCO will come into force from 1 September 2026 for all finished products listed under the specified HS codes. The effective dates for sub-assemblies and components will be separately notified by the Government.
Certification & Scheme
All applicable products must obtain BIS certification under Scheme X, which includes:
- A license to use the ISI mark, or
- A Certificate of Conformity (CoC) if ISI marking is not feasible.
No product can be manufactured, imported, sold, or distributed in India post the effective date without valid BIS certification.
Pre-Certification Requirement
Manufacturers (domestic or foreign) and importers must:
- Register with BIS via the Manakonline portal.
- Identify applicable Indian Standards (e.g., IS 16811, IS 16812).
- Prepare a technical file including design specs, material inputs, safety measures, and operational controls.
- Submit samples for type testing at BIS-recognized labs.
- Be ready for factory audit by BIS (if required under Scheme X).
Labeling & Compliance
Every certified product must clearly display the following:
- ISI mark or CoC reference number.
- Manufacturer’s name and address.
- Product ID, type/model number.
- Operational and safety instructions.
