Notification

Power Adaptors for IT Equipment were first included under the Electronics and IT Goods (Requirements for Compulsory Registration) Order, 2012 via S.O. 2905(E), dated 13th November 2014. Compliance became mandatory after a six-month transition period (May 2015). Later, the CRS framework was revised under the BIS Act, 2016 through the Electronics and IT Goods (Requirements for Compulsory Registration) Order, 2021 (S.O. 1248(E), dated 18th March 2021), effective 18th September 2021.

Overview

Power Adaptors are critical for supplying safe and stable power to IT equipment such as laptops, PCs, servers, and peripherals. Substandard adaptors pose risks of electric shock, overheating, and fire hazards. To mitigate these risks, IS 13252 (Part 1):2010 lays down comprehensive safety requirements aligned with IEC 60950-1.

Objective & Scope

The standard ensures that all external IT power adaptors meet strict criteria for safety, durability, and performance. It applies to laptop chargers, desktop adaptors, and other AC-DC adaptors used in IT hardware.

Products Covered

  • Adaptors for laptops, desktops, servers, and monitors, including external AC-DC converters supplied with IT hardware.

Exemptions Provided

  • Products manufactured exclusively for export markets,
  • Adaptors imported for testing, demonstration, or R&D, provided they are scrapped/exported later,
  • Highly Specialized Equipment (HSE), exempted under CRS 2021 (large/industrial adaptors beyond standard consumer use).
  •

Industries Impacted

  • This regulation affects laptop/PC OEMs, server and networking hardware manufacturers, importers, distributors, and e-commerce retailers.

Mandatory Compliance Requirements

Adaptors must:

  • Conform to IS 13252 (Part 1):2010,
  • Be BIS-registered under CRS,
  • Carry the mandatory self-declaration ISI mark with unique registration number.

Enforcement Timeline

  • CRS 2012 → effective May 2015,
  • CRS 2021 → effective September 2021

Legal Provisions, Enforcement & Penalties

The BIS Act, 2016 empowers BIS and MeitY to enforce compliance. Non-compliance may lead to cancellation of license, seizure of non-marked stock, fines, or imprisonment up to 2 years.

Conclusion

Since 2015, Power Adaptors for IT Equipment have been under mandatory BIS certification. Effective enforcement under CRS 2021 strengthens regulatory oversight, ensures consumer safety, and aligns India’s IT hardware supply chain with global best practices.
