Notification
Multifunction valve assemblies for automotive LPG containers, under IS 15100, are regulated by the Gas Cylinders Rules, 2016, notified via GSR 1081(E), dated 22 November 2016 by the Ministry of Commerce & Industry under the Explosives Act, 1884. These Rules replaced the Gas Cylinders Rules, 2004, and originated from draft rules GSR 779(E), dated 13 October 2015. They were later updated through the Gas Cylinders (Amendment) Rules, 2022.
Enforcement Timeline
The Gas Cylinders Rules, 2016 came into effect on 22 November 2016. From this date, all multifunction valve assemblies installed in LPG automotive containers must comply with IS 15100.
Overview
IS 15100 specifies the requirements for multifunction valve assemblies used in automotive LPG containers. These valves combine filling, service outlet, safety relief, excess flow protection, and level indication into one integrated assembly.
Objective & Scope
The objective is to ensure that all valves used in permanently fixed automotive LPG containers are safe, reliable, and conform to standardised designs to prevent leaks, explosions, or operational failures.
Products Covered
Multifunction valve assemblies for permanently fixed LPG automotive containers, designed as per IS 15100.
Exemptions Provided
No specific exemption is available for IS 15100 valves. However, general exemptions under Rule 44 of the Gas Cylinders Rules apply to small LPG quantities without licence.
Industries Impacted
Valve manufacturers, automotive OEMs, retrofitters, LPG distributors, PESO-licensed testing agencies, and inspection authorities.
Mandatory Compliance Requirements
All multifunction valve assemblies must conform to IS 15100 and receive PESO approval before use. Markings must include manufacturer ID, year of manufacture, and test details. Valves can only be integrated with automotive LPG containers conforming to IS 14899.
Next Steps for Stakeholders
Manufacturers must apply for PESO approval, align valve design and testing to IS 15100, register markings, integrate only with IS 14899 containers, and maintain complete inspection/testing records.
Legal Provisions, Enforcement & Penalties
The Gas Cylinders Rules, 2016 are enforced under the Explosives Act, 1884, with PESO as the licensing and enforcement authority. Penalties for violations include seizure of non-conforming valves, cancellation of licences, monetary fines, and imprisonment.
Conclusion
IS 15100 multifunction valve assemblies are mandatory for automotive LPG containers under the Gas Cylinders Rules, 2016. PESO licensing and strict adherence to IS 15100 are critical to ensure safety and compliance in the automotive LPG sector.
