Notification
The product “Ductile Iron Fittings for Pressure Pipes for Water, Gas and Sewage” (IS 9523:2000) is covered under the Ductile Iron Pressure Pipes and Fittings (Quality Control) Order, 2009, issued via Gazette Notification S.O. 2749(E) on 30th October 2009 by the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce & Industry. This Order superseded an earlier QCO issued via S.O. 1544(E) dated 25th June 2009, which was later rescinded by S.O. 2681(E) on 23rd October 2009.
Enforcement Timeline
The Order became effective from 1st March 2010, and non-certified fittings cannot be sold or distributed beyond this date.
Overview
This regulation was introduced under Section 14 of the BIS Act, 1986, mandating quality control and BIS certification for ductile iron pressure pipes and fittings to ensure safe and reliable infrastructure for water, gas, and sewage networks.
Objective & Scope
The primary aim of this standard is to ensure that all ductile iron fittings used in high-pressure applications for water, gas, and sewage systems meet consistent quality, strength, and performance parameters, thereby preventing leakage, corrosion, and failures.
Products Covered
The standard covers all ductile iron fittings such as bends, tees, reducers, sockets, and flanged connectors used in water, gas, and sewage pressure pipelines. These fittings are designed to match the corresponding ductile iron pressure pipes (IS 8329).
Exemptions Provided
Products manufactured exclusively for export are exempted from this Order, provided they meet foreign buyer specifications, which cannot be lower than the Indian Standard (IS 9523:2000).
Industries Impacted
This Order impacts the water supply, gas transmission, municipal sewage infrastructure, and industrial piping sectors, including ductile iron pipe and fitting manufacturers, EPC contractors, and utility service providers.
Mandatory Compliance Requirements
Manufacturers must obtain a BIS licence under Scheme-I (ISI Marking) for Ductile Iron Fittings conforming to IS 9523:2000. Every fitting must bear the BIS Standard Mark (ISI) before sale, storage, or distribution in India.
Next Steps for Stakeholders
- Apply for BIS certification for IS 9523:2000 under Scheme-I.
 - Conduct internal quality audits and ensure test results match BIS parameters.
 - Label all products with the ISI mark before sale or dispatch.

Legal Provisions, Enforcement & Penalties
This Order is backed by Section 14 of the BIS Act, 1986, granting wide powers to enforcement authorities. Key provisions include:
- Inspection, seizure, and sampling by designated officials such as State Industry Directors, Under Secretaries of DPIIT, or DIC General Managers.
 - Search and seizure actions governed by the Criminal Procedure Code (CrPC), 1973.
 - Penalties for false declarations, record tampering, and sale of uncertified products, which may include.

- Imprisonment up to 2 years, or
