Notification
Hand-held electric Engraving Tools are included in the Safety of Household, Commercial and Similar Electrical Appliances (Quality Control) Order, 2025 (S.O. 2232(E), 19 May 2025) under the BIS Act, 2016, superseding the 2024 QCO.
Overview
These are portable electric tools used for engraving, cutting, etching or carving various substrates. Because they combine rotating/reciprocating bits with electrical motors and (sometimes) rechargeable battery packs, risks include electric shock, mechanical injury, overheating, and ignition of dust. The QCO requires such products to meet electrical and mechanical safety, insulation, guarding, overheating protection, and labeling requirements.
Objective & Scope
To mandate conformity with IS 302 (Part 1):2024 covering electrical insulation and earthing (where applicable), motor safety, power/temperature rise limits, protection against access to live parts, marking and instructions, and mechanical safety features (guards, chuck/security, speed controls).
Products Covered
- Corded hand engraving tools and rotary tools
- Battery / DC powered engraving and craft tools
- Multi-function micro-drills and etchers used commercially or by hobbyists
Exemptions Provided
- Export-only units – R&D imports (≤200 units/year) – Schedule A clearance of pre-existing non-marked stock (declared to BIS) allowed up to six months post-implementation
Industries Impacted

- Jewellery, sign-making and craftsÂ
- E-commerce sellers of power hobby tools
Mandatory Compliance Requirements
- BIS Licence (Scheme-I) and ISI markingÂ

- Small Enterprises: 19 June 2026
- Micro Enterprises: 19 September 2026
Next Steps for Stakeholders
- Assemble technical dossier and apply for BIS licence.
- Select representative samples (motor, full tool) for electrical and mechanical tests at BIS-recognised labs.
- Update labeling, instruction manuals (safety, PPE, dust handling) and packaging with ISI marking.
- Declare any Schedule A stock to BIS to avail clearance window.
- Prepare factory quality records and inspection readiness for BIS audits.
Legal Provisions, Enforcement & Penalties
The BIS, empowered under the BIS Act, 2016, will oversee implementation.
Non-compliance may result in:

Conclusion
Effective 19 March 2026, hand-held electric engraving tools must meet IS 302 (Part 1):2024, be BIS-certified and carry the ISI mark before sale in India. Early action—testing, documentation and marking—will avoid enforcement risk and keep market access uninterrupted.
