Frying Pans, Deep Fat Fryers and Similar Appliances are now regulated under the Safety of Household, Commercial and Similar Electrical Appliances (Quality Control) Order, 2025, notified via S.O. 2232(E) dated 19 May 2025 by the Ministry of Commerce and Industry under the BIS Act, 2016. This QCO replaces the previous notification issued in 2024 (S.O. 4098(E)) and mandates mandatory BIS certification for all covered appliances.
Overview
These appliances are widely used in households, restaurants, and commercial kitchens for frying, deep cooking, and heating oil. Their operation at high temperatures poses significant risks such as oil spillage, fire, and electric shock. This QCO aims to ensure consistent product safety and electrical reliability in such high-heat appliances.
Objective & Scope
The standard IS 302 (Part 1):2024 sets out essential safety requirements for electric frying devices including thermal regulation, insulation, protection against overheating, and resistance to moisture and oil. The goal is to protect users from electrical hazards and enhance the durability of products in real-world cooking environments.

- Air fryers and similar appliances for oil-based and dry frying
- Intended for household or commercial food preparation
- Operating up to 250V (AC) or 480V (DC or three-phase)
Exemptions Provided
- Goods manufactured solely for export
- Imports up to 200 units/year for R&D purposes (non-commercial)
- Manufacturers who have applied for or obtained BIS certification prior to enforcement may declare non-marked stock and sell within a 6-month period

Mandatory Compliance Requirements
All covered frying appliances must:
- Conform to IS 302 (Part 1):2024
- Be BIS-certified under Scheme-I of the BIS (Conformity Assessment) Regulations
- Clearly display a valid ISI mark on both the product and retail packaging

Legal Provisions, Enforcement & Penalties
This regulation is implemented and enforced by the Bureau of Indian Standards (BIS) under the BIS Act, 2016. Non-compliance may result in:
- Seizure of non-compliant stock from warehouses, distributors, or points of sale
- Suspension or cancellation of the BIS license
- Fines and/or imprisonment up to 2 years, or both, as per the provisions of the BIS Act, 2016
