Notification
Spin Extractors have been brought under mandatory quality control through the Safety of Household, Commercial and Similar Electrical Appliances (Quality Control) Order, 2026, notified vide S.O. 1739(E) dated 6 April 2026 by the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry. This Order supersedes the earlier 2025 Order, except in respect of actions taken or omitted before such supersession, and mandates compliance with IS 302 (Part 1): 2024 – Household and Similar Electrical Appliances — Safety — Part 1: General Requirements.
Enforcement Timeline
As per the implementation schedule, mandatory compliance applies from 1 October 2026 for general enterprises, 1 January 2027 for small enterprises, and 1 April 2027 for micro enterprises.
Overview
The regulatory framework requires spin extractors used in household, commercial, and similar applications to comply with prescribed electrical and mechanical safety requirements. IS 302 (Part 1): 2024 specifies critical safety parameters such as insulation, protection against electric shock, temperature rise limits, mechanical strength, and safe operation. The regulation aims to eliminate unsafe appliances from the market and ensure consistent safety standards.
Objective & Scope
The primary objective is to ensure user safety and prevent electrical hazards associated with spin extractors during operation. The scope covers manufacture, import, sale, and distribution of such appliances within India, including products operating on AC, DC, or battery supply within specified voltage limits.
Products Covered
All spin extractors designed for water extraction from textiles and garments in household, commercial, or similar environments are covered under this regulation.
Exemptions Provided
The Order provides exemptions for products manufactured exclusively for export, limited imports for research and development (up to prescribed limits), and declared pre-implementation stock subject to specified conditions. Products covered under other applicable Quality Control Orders are excluded.
Industries Impacted
The regulation impacts manufacturers of laundry equipment, appliance brands, OEM suppliers, importers, distributors, retailers, and e-commerce platforms dealing in spin extractors.
Mandatory Compliance Requirements
Manufacturers and importers must obtain BIS certification under Scheme-I, ensure product testing through BIS-recognised laboratories, comply with factory inspection requirements, and affix the ISI Mark on compliant products before sale or distribution.
Next Steps for Stakeholders
Stakeholders should identify applicable product models, initiate BIS certification processes, align manufacturing and quality systems with IS requirements, and plan certification timelines to ensure seamless market availability before enforcement deadlines.
Legal Provisions, Enforcement & Penalties
Certification and enforcement are governed by the Bureau of Indian Standards (BIS) under Sections 16, 17, and 25(3) of the BIS Act, 2016. Non-compliance may lead to imprisonment up to two years, fines starting from ₹2 lakh and extending up to ten times the value of goods, or both, along with additional penalties for continued violations.
