Notification
Hexagon Nuts of Product Grade C (IS 1363 Part 3:2018) have been notified under the Bolts, Nuts and Fasteners (Quality Control) Order, 2024, issued via S.O. 2771(E) dated 12 July 2024 by the Ministry of Commerce & Industry under the BIS Act, 2016. This Order superseded the earlier QCO of 2023 and mandates BIS certification for nuts within the specified category.
Enforcement Timeline
Large and Medium Enterprises: 1 August 2024
Small Enterprises: 1 November 2024
Micro Enterprises: 1 February 2025
Overview
Hexagon nuts are six-sided fastening components used in conjunction with bolts and screws to secure mechanical joints. They play a critical role in ensuring mechanical integrity, load distribution, and resistance to loosening in applications such as construction, automotive, machinery, and infrastructure projects. IS 1363 (Part 3):2018 lays down uniform standards for Grade C hexagon nuts, addressing dimensional accuracy, material quality, and performance requirements.
Objective & Scope
The purpose of IS 1363 (Part 3):2018 is to regulate the quality, dimensional tolerances, and strength requirements of Grade C hexagon nuts. The scope covers specifications for size, pitch, material composition, mechanical properties, corrosion protection, and testing methods. This ensures nuts are safe, interchangeable, and compatible with standardized bolts and screws, thereby reducing risks of joint failure.
Products Covered
This standard applies to Hexagon Nuts of Product Grade C, with a size range from M5 to M64. These nuts are commonly made from carbon steel or alloy steel and are intended for general-purpose fastening in machinery, structures, vehicles, and industrial assemblies.
Exemptions Provided
Under the 2024 QCO, the following exemptions apply:
Goods manufactured domestically solely for export purposes.
Nuts imported as part of a finished good, sub-assembly, or component.
Nuts manufactured by micro-enterprises registered on the Udyam Portal with plant & machinery investment ≤ ₹25 lakhs and turnover ≤ ₹2 crores.
A 3-year exemption for manufacturers importing fasteners to produce export-oriented products.
Import of up to 200 kg annually for research and development.
- Up to 5% of the 2023–24 import value of fasteners allowed for use in spares and after-sales service.
Industries Impacted
Fastener Manufacturers – directly responsible for BIS compliance.
Construction & Structural Engineering – require certified nuts for safety-critical joints.
Automotive & Heavy Machinery – depend on BIS-marked nuts for performance reliability.
Fabrication & Engineering Units – must procure certified nuts for assembly.
- Importers & Exporters – subject to certification rules, with limited exemptions.
Mandatory Compliance Requirements
All Hexagon Nuts under IS 1363 (Part 3):2018 must bear the ISI mark.
BIS certification is mandatory under Scheme-I of the BIS (Conformity Assessment) Regulations, 2018.
Testing must be done at BIS-recognized laboratories.
Packaging and labeling must prominently display the ISI mark before sale.
Next Steps for Stakeholders
Manufacturers: Initiate BIS certification applications, upgrade testing facilities, and update packaging.
Importers: Align imports with exemption clauses and maintain proper audit records.
OEMs and End-users: Revise sourcing policies to include only BIS-certified nuts after enforcement deadlines.
- Industry Associations: Provide compliance assistance to SMEs to avoid penalties.
Legal Provisions, Enforcement & Penalties
Compliance is governed under the BIS Act, 2016. BIS is the certification and enforcement authority. Any violation of provisions may result in product seizure, license suspension, monetary fines, and imprisonment up to two years, or both.
Conclusion
From 1 August 2024 (with staggered deadlines for SMEs), Hexagon Nuts (IS 1363 Part 3:2018, Grade C, M5–M64) must comply with BIS certification and carry the ISI mark. The 2024 QCO replaces the 2023 Order, significantly strengthening quality control in the fastener industry. Manufacturers and importers must act promptly to ensure seamless compliance and prevent supply disruptions.
