Objective & Scope
The objective of the QCO is to establish mandatory quality and conformity requirements for specified footwear products supplied in India. For Shoes for General Purpose, the applicable Indian Standard is IS 17043 (Part-2):2024.

In addition, the 2026 amendment introduced a specific provision for imports of up to 4,500 pairs in a year by manufacturers of leather and footwear products for research and development and non-commercial use. Such imports are subject to conditions including non-commercial sale, “NOT FOR SALE” marking, disposal as scrap and maintenance of year-wise records.
