Welded low carbon steel cylinders exceeding 5 litre water capacity for low pressure liquefiable gases (Part 4: Toxic and Corrosive Gases) under IS 3196 are regulated through the Gas Cylinders Rules, 2016, notified via GSR 1081(E), 22 November 2016 by the Ministry of Commerce & Industry under the Explosives Act, 1884. These Rules replaced the Gas Cylinders Rules, 2004 and originated from draft rules GSR 779(E), dated 13 October 2015. They were later updated by the Gas Cylinders (Amendment) Rules, 2022.
