Notification
Fire Survival Cables have been notified under the Solar DC Cable and Fire Survival Cable (Quality Control) Order, 2023, issued via S.O. 3807(E) dated 24 August 2023 and published in the Gazette on 25 August 2023. The Order mandates BIS certification and ISI marking for such cables under the BIS Act, 2016.
Enforcement Timeline
The QCO became effective six months after publication, i.e., 25 February 2024. After this date, no Fire Survival Cable can be manufactured, imported, sold, or distributed in India without BIS certification and ISI marking.
Overview
Thermosetting insulated Fire Survival Cables are designed to maintain circuit integrity during fire incidents, providing reliable power supply to emergency and safety systems such as fire alarms, sprinklers, metro tunnels, hospitals, airports, and high-rise buildings. Their use ensures continued operation of essential systems in case of fire.
Objective & Scope
IS 17505 (Part 1):2021 specifies construction, performance, and testing requirements for Fire Survival Cables up to 1100 V AC and 1500 V DC. The standard ensures flame retardance, smoke emission control, and fire resistance, guaranteeing functional safety in emergency conditions.
Products Covered
The Order applies to Thermosetting Insulated Fire Survival Cables for use at voltages up to 1100 V AC and 1500 V DC.
Exemptions Provided
The QCO exempts goods manufactured domestically for export. Such export-only production is not required to carry ISI marking.
Industries Impacted
Key stakeholders include cable manufacturers, construction companies, EPC contractors, power plants, metro and railway infrastructure, airports, and industrial complexes where fire survival wiring is critical.
Mandatory Compliance Requirements
Manufacturers must obtain a BIS license under Scheme-I of the BIS (Conformity Assessment) Regulations, 2018. Every certified cable must carry the ISI mark and license number on reels, coils, and cartons.
Next Steps for Stakeholders
- Apply for BIS certification and submit samples for testing in BIS-approved labs.
