Notification

Structural plywood covered under the Plywood and Wooden Flush Door Shutters (Quality Control) Order, 2024, issued via S.O. 1377(E) dated 15 March 2024 by the Ministry of Commerce & Industry under the BIS Act, 2016. This order supersedes the earlier QCO 2023 (S.O. 3841(E) dated 29 August 2023).

Enforcement Timeline

  • Large & Medium Enterprises: 28 February 2025
  • Small Enterprises: 28 May 2025
  • Micro Enterprises: 28 August 2025

Overview

Structural plywood is used in heavy-duty applications such as beams, formwork, roofing, flooring, and load-bearing walls. It must withstand high mechanical stress and environmental exposure. To ensure structural safety and consistency, BIS has made certification mandatory under IS 10701:2012.

Objective & Scope

The objective of IS 10701:2012 is to define technical requirements for structural plywood, including load-bearing strength, modulus of elasticity, bonding quality, resistance to warping, moisture stability, and durability. The scope covers plywood used in construction and engineering applications where strength is critical.

Products Covered

  • Structural plywood for flooring, roofing, and walling
  • Load-bearing plywood for beams and joists
  • Formwork and shuttering for heavy construction projects
  • Plywood panels for structural engineering works

Exemptions Provided

  • Products manufactured exclusively for export are exempt from mandatory BIS licensing and ISI marking.

Industries Impacted

  • Plywood & Wood Products Industry
  • Civil Construction & Real Estate Sector
  • Infrastructure Development (bridges, dams, highways, housing)
  • Furniture & Modular Construction requiring structural-grade plywood

Mandatory Compliance Requirements

Manufacturers must obtain BIS certification under IS 10701:2012. All domestically sold structural plywood must carry the ISI mark, as per Scheme-I of the BIS (Conformity Assessment) Regulations, 2018. Testing must be carried out in BIS-recognized laboratories.

Next Steps for Stakeholders

  • Apply for BIS license before enforcement deadlines.
  • Conduct strength and durability testing in BIS-approved labs.
  • Ensure proper ISI mark is displayed on products.
  • Keep export consignments separately documented.

Legal Provisions, Enforcement & Penalties

  • The order is enforced under the BIS Act, 2016, with BIS as the designated certifying and enforcing authority.
  • Non-compliance may result in seizure of products, monetary fines, suspension/cancellation of license, and imprisonment up to two years.

Conclusion

From 28 February 2025 (with staggered compliance dates for SMEs and Micro units), all structural plywood must comply with IS 10701:2012 and carry BIS certification. This step reinforces safety, reliability, and durability standards in India’s construction and infrastructure sectors.
