Notification
Steel Wire Suspension Ropes (IS 2365:2018) have been notified under the Steel Wires or Strands, Nylon or Wire Ropes and Wire Mesh (Quality Control) Order, 2024, issued via S.O. 2581(E) dated 3 July 2024 (published 4 July 2024) by the Ministry of Commerce & Industry under the BIS Act, 2016. This Order supersedes the earlier 2023 QCO notified via S.O. 5022(E) dated 21 November 2023.
Enforcement Timeline
- General (other than Micro & Small Enterprises): 1 December 2024
- Small Enterprises: 1 March 2025
- Micro Enterprises: 1 June 2025
Overview
Steel wire suspension ropes are critical load-bearing components in lifts, elevators, and hoists, directly impacting safety and performance in vertical transportation systems. The standard IS 2365:2018 prescribes technical requirements covering construction, tensile strength, elongation, lay length, lubrication, and safety factors to ensure consistency, durability, and passenger safety.
Objective & Scope
The QCO aims to ensure that all suspension ropes used in lifts and hoists are reliable, safe, and conform to strict quality benchmarks. By mandating BIS certification and ISI marking, the Order enhances safety standards, reduces risks of failure, and enforces uniformity in quality across the industry.
Products Covered
The QCO specifically covers steel wire suspension ropes intended for use in lifts, elevators, and hoists, as listed against IS 2365:2018.
Exemptions Provided
The QCO does not apply to goods or articles manufactured domestically for export. Export-oriented production is exempt but requires clear documentation to establish export-only status.
Industries Impacted
- Elevator and lift OEMs (Original Equipment Manufacturers),
- Wire rope manufacturers and suppliers,
- Building construction companies and facility managers,
- Contractors responsible for installation, commissioning, and maintenance of lifts and hoists.
Mandatory Compliance Requirements
All manufacturers must obtain a BIS licence under Scheme-I of Schedule-II of BIS (Conformity Assessment) Regulations, 2018, and mark their products with the ISI Standard Mark. Non-marked products cannot be manufactured, sold, imported, or distributed in India after the respective deadlines.
Next Steps for Stakeholders
Manufacturers and importers must:
- Apply to BIS for a licence,
- Conduct testing at BIS-recognized laboratories,
- Update product marking and packaging to carry the ISI logo with licence number,
- Segregate and manage inventory to align with phased enforcement dates.
Legal Provisions, Enforcement & Penalties
The Order is enforced under the BIS Act, 2016. BIS is empowered to carry out inspections, verify marking and test compliance. Penalties include product seizure, suspension or cancellation of licence, financial fines, and imprisonment of up to two years, or both, for non-compliance.
Conclusion
From 1 December 2024 for general enterprises, 1 March 2025 for small enterprises, and 1 June 2025 for micro enterprises, steel wire suspension ropes must conform to IS 2365:2018 and bear the ISI mark. The 2024 QCO replaces the 2023 Order, raising quality and safety standards for ropes used in lifts, elevators, and hoists in India.
