Star Labeled Domestic Liquefied Petroleum Gas Stove for Household Use

Effective January 1, 2026, India’s Central Government, through the Ministry of Power and Bureau of Energy Efficiency (BEE), has mandated star labeling for all domestic LPG stoves. This pivotal shift from a voluntary scheme aims to enhance energy efficiency, reduce fuel consumption, and empower consumers. Stoves will display 1 to 5 stars, with higher stars indicating greater thermal efficiency (e.g., 5-star requiring ≥76%). Manufacturers must register with BEE, hold valid BIS certification, and undergo rigorous testing by accredited laboratories, where the lowest burner’s efficiency determines the overall rating, with no negative tolerance. This regulation promises financial savings for consumers, bolsters India’s energy security, and contributes to its net-zero emissions goals. Standards will be reviewed every two years.

Testing Requirements As per IS 4246:2002 – Clause 26 (Thermal Efficiency) & Clause 17 (Gas Consumption). Tests include gas flow rate (declared & measured), water/vessel mass, initial & final temperature, gas consumption, and thermal efficiency. Calorific value of gas to be determined experimentally or taken as 10,900 kcal/kg. Three samples per model must be tested; results in Annexure-A format with full manufacturer, lab, product, and burner details.
Legal Provisions, Enforcement & Penalties Enforced under Energy Conservation Act, 2001; BEE monitors compliance, BIS ensures conformity through certification checks and random inspections. Penalties for non-compliance may include fines up to ₹10 lakh, additional ₹10,000 per day for continuing offence, and prohibition of sale/import/manufacture of non-compliant models.

On 4 August 2025, the Ministry of Power, in consultation with the Bureau of Energy Efficiency (BEE), issued S.O. 3582(E) under Section 14(a) of the Energy Conservation Act, 2001. This makes energy consumption standards and star labeling mandatory for all domestic LPG stoves manufactured, imported, or sold in India from 1 January 2026.

Objective & Scope

The order aims to improve LPG stove efficiency, reduce gas consumption, and provide clear efficiency ratings to consumers. It applies to metallic-body stoves (with or without toughened glass tops), single or multiple burners, designed for LPG at 30 gf/cm² inlet pressure.

Products Covered

Domestic LPG stoves (metal body, with/without toughened glass top) having single or multiple burners, injector jets, gas taps, burner pan supports, piping and fittings, designed for LPG use at 30 gf/cm² inlet pressure.

Exclusions

Pressure regulators are excluded,  stoves compatible with gases other than LPG. Only stoves compatible with LPG are covered.

Industries Impacted

LPG stove manufacturers, kitchen appliance brands, gas equipment suppliers, importers, accredited testing labs, LPG distributors, and retail chains.

Star Rating Plan

Efficiency-based star levels:

  • 1★ ≥68% & <70%
  • 2★ ≥70% & <72%
  • 3★ ≥72% & <74%
  • 4★ ≥74% & <76%
  • 5★ ≥76%
    Valid from 1 Jan 2026 to 31 Dec 2028, reviewed every two years or earlier. Labels must display between one and five stars at one-star intervals.
  • Energy Efficiency Rule
    The lowest burner efficiency in a stove determines the star rating. No negative tolerance is allowed.

Mandatory Compliance Requirements

Manufacturers/importers/traders must:

  • Hold a BIS certification mark license.
  • Register on the BEE Standards & Labeling Portal.
  • Affix the approved star label.

Test products in NABL/ILAC/APAC/CSIR-accredited labs.

Testing Requirements & Procedure

As per IS 4246:2002:

  • Thermal Efficiency – Clause 26
  • Gas Consumption – Clause 17
    Parameters include: measured & declared gas flow rate, water mass, vessel mass (with lid & stirrer), initial & final temperature, gas consumption, and thermal efficiency. Net calorific value of gas to be determined experimentally or taken as 10,900 kcal/kg. Three samples per model must be tested.

Test Report Format (Annexure-A)

Reports must be in the prescribed format for each model/type and include:

  1. General Details – Company name/address, contact person & number, test lab & address, report number & date, test standards, nature & details of tests conducted.
  2. Product Details – Brand, type, model name/number, number of burners, burner material, burner specifications.
  3. Observations & Results – For each burner: gas flow rate (measured/declared), water mass, vessel mass, initial/final temperature, gas consumption, and calculated thermal efficiency (%).
    All results must be averaged, and data recorded in the specified tabular format.
