Notification

Spin Extractors are regulated under the Safety of Household, Commercial and Similar Electrical Appliances (Quality Control) Order, 2025, notified via S.O. 2232(E) on 19 May 2025 by the Ministry of Commerce and Industry. This Order supersedes the earlier 2024 QCO (S.O. 4098(E)). It mandates compliance with BIS certification under the BIS Act, 2016.

Overview

Spin extractors are machines that remove moisture from wet textiles and garments using centrifugal action. They are commonly used in household washing machines or as standalone commercial laundry units. The standard ensures their safe electrical operation, especially in wet environments prone to shock hazards.

Objective & Scope

The regulation aims to eliminate risks associated with electrical failures in spin extractors by enforcing BIS safety standards. IS 302 (Part 1):2024 outlines safety requirements covering insulation, leakage current, moisture protection, and motor endurance.

Products Covered

  • Electrically operated spin extractors used in household, hotel, hospital, and industrial laundries
  • Applicable to both standalone and integrated units operating at ≤250V AC (single-phase) or ≤480V (DC or three-phase)
  • Covers models designed for domestic and commercial purposes

Exemptions Provided

  • Units manufactured exclusively for export are exempt
  • Up to 200 imported units/year may be exempted for R&D use (not for sale)
  • Manufacturers certified or with applications submitted before the implementation date may declare non-marked stock for clearance within 6 months

Industries Impacted

  • Washing Machine & Laundry Equipment Manufacturers
  • OEMs and Component Suppliers
  • Commercial Laundry Chains
  • Government and Institutional Textile Management Units

Mandatory Compliance Requirements

Every spin extractor sold in India post-deadline must:

  • Comply with IS 302 (Part 1):2024
  • Be registered and certified by BIS under Scheme-I
  • Bear a clearly visible ISI mark on packaging and unit

Enforcement Timeline

  • Large & Medium Enterprises: 19 March 2026
  • Small Enterprises: 19 June 2026
  • Micro Enterprises: 19 September 2026

Next Steps for Stakeholders

  • Start BIS application process immediately
  • Submit product samples to BIS-recognized labs for testing
  • Ensure ISI marking is applied before product release
  • Declare existing non-marked inventory to BIS for conditional clearance within 6 months of enforcement

Legal Provisions, Enforcement & Penalties

Enforced under the BIS Act, 2016, this QCO authorizes BIS to regulate, inspect, and penalize non-compliant entities. Offences include:

  • Confiscation of goods
  • License revocation
  • Monetary penalties or imprisonment for serious violations

Conclusion

From 19 March 2026 onwards, Spin Extractors must comply with BIS certification requirements under IS 302 (Part 1):2024. Timely action is vital to prevent disruptions in production and distribution. Regulatory enforcement will apply strictly across domestic and imported units.
