The product “Protective Footwear” is governed under the Personal Protective Equipment – Footwear (Quality Control) Order, 2020, issued by the Ministry of Commerce and Industry through S.O. 3857(E) dated 27 October 2020, in exercise of powers under Sections 16 and 25(3) of the BIS Act, 2016. The original enforcement date was revised twice through amendments: S.O. 4377(E) dated 4 December 2020, which deferred it to 1 July 2021, and S.O. 2647(E) dated 30 June 2021, which set the final enforcement date as 1 January 2022.

This Quality Control Order (QCO) mandates that all protective footwear falling under IS 15298 (Part 3):2019 must be certified by the Bureau of Indian Standards (BIS) and bear the ISI mark before being manufactured, imported, or sold in the Indian market. Objective & Scope

The standard IS 15298 (Part 3):2019 defines performance and safety requirements for protective footwear used in environments with moderate occupational hazards. Unlike safety footwear (which includes toe protection), protective footwear is designed to offer other forms of protection—such as resistance to fuel, oils, water penetration, antistatic properties, and shock absorption—without necessarily having reinforced toe caps.

This standard applies specifically to protective footwear used in industrial and service environments where full safety footwear is not required but certain protective features are essential. It includes footwear with anti-static soles, slip resistance, and materials resistant to oil, water, or mild chemicals.

Exemptions Provided

This Order does not apply to products meant exclusively for export. Such goods are outside the scope of domestic BIS certification requirements.
