Notification
The product Mechanically woven, double-twisted, hexagonal wire mesh products such as gabions, revet mattresses and rock fall netting covered under the Steel Wires or Strands, Nylon or Wire Ropes and Wire Mesh (QCO), 2024, vide S.O. 2581(E) dated 3 July 2024 (published 4 July 2024). The 2024 Order supersedes the earlier 2023 QCO (S.O. 5022(E), dated 21 November 2023).
Enforcement Timeline
- General (other than Micro & Small Enterprises): 1 December 2024
- Small Enterprises: 1 March 2025
- Micro Enterprises: 1 June 2025
Overview
IS 16014:2018 specifies construction, material, coating, mesh size, tensile strength, and performance requirements for mechanically woven double-twisted wire mesh products used in civil engineering works such as slope stabilization, retaining walls, flood protection, and erosion control.
Objective & Scope
The QCO mandates BIS certification and ISI marking to ensure reliability, durability, and structural integrity of these wire mesh products, critical for infrastructure, flood management, and geotechnical safety.
Products Covered
The QCO covers gabions, revet mattresses, rock fall netting, and related civil engineering products manufactured from galvanized steel wire or galvanized steel wire with polymer coating.
Exemptions Provided
The Order does not apply to goods manufactured domestically for export. Export-only production must be supported with documentation.
Industries Impacted
Civil engineering and infrastructure developers, highway and flood-control authorities, defence engineering services, mining companies, and wire mesh manufacturers.
Mandatory Compliance Requirements
Manufacturers/importers must obtain a BIS licence under Scheme-I of the BIS (Conformity Assessment) Regulations, 2018, and affix the ISI Standard Mark before manufacture, sale, import, or distribution in India.
Next Steps for Stakeholders
- Apply for BIS certification,
- Conduct product testing at BIS-approved laboratories,
- Update markings and packaging to carry the ISI mark,
- Segregate export-only products,
- Align production and sales with staggered deadlines.
Legal Provisions, Enforcement & Penalties
The QCO is enforced under the BIS Act, 2016. BIS may inspect, seize non-compliant goods, and withdraw licences. Penalties for violations include fines, seizure, and imprisonment up to two years.
Conclusion
From 1 Dec 2024 / 1 Mar 2025 / 1 Jun 2025 depending on enterprise size, gabions, revet mattresses, and rock fall netting must conform to IS 16014:2018 and carry the ISI mark. The 2024 QCO replaces the 2023 Order, raising safety and performance standards in civil engineering and geotechnical works.
