Notification
Liquefied Petroleum Gas (LPG) containers for automotive use, covered under IS 14899, are regulated through the Gas Cylinders Rules, 2016, notified via GSR 1081(E) dated 22 November 2016 by the Ministry of Commerce & Industry under the Explosives Act, 1884. These Rules superseded the earlier Gas Cylinders Rules, 2004, and originated from draft GSR 779(E) dated 13 October 2015. They were later updated through the Gas Cylinders (Amendment) Rules, 2022.
Enforcement Timeline
The Gas Cylinders Rules, 2016 became effective on 22 November 2016, the date of Gazette notification. All automotive LPG containers manufactured or used thereafter must comply with IS 14899 and PESO approval requirements.
Overview
IS 14899 specifies the requirements for LPG containers used in vehicles as fuel tanks. It covers their design, manufacture, testing, inspection, and marking to ensure safe automotive use. Containers are included in Schedule I of the Gas Cylinders Rules, 2016.
Objective & Scope
The primary objective is to ensure that automotive LPG containers are safe, reliable, and durable by mandating compliance with IS 14899. The Rules also regulate life-cycle management, including hydrostatic testing, stamping, and marking, to prevent accidents and ensure safe operation.
Products Covered
Automotive LPG containers used as fuel tanks in motor vehicles, designed and tested as per IS 14899.
Exemptions Provided
There are no specific exemptions for IS 14899. However, general exemptions under Rule 44 of the Gas Cylinders Rules apply, such as possession of small LPG quantities without licence.
Industries Impacted
Manufacturers of LPG cylinders, automotive OEMs and retrofitters, LPG distributors, filling and transport operators, PESO-approved testing stations, and inspection agencies.
Mandatory Compliance Requirements
All auto-LPG containers must conform to IS 14899. Manufacturers must obtain PESO approval, register markings, and conduct mandatory hydrostatic testing. Each container must bear markings including manufacturer ID, water capacity, test/expiry date, and working/test pressure. Containers have a 15-year service life, extendable by PESO. Valves and regulators must conform to IS 15100.
Next Steps for Stakeholders
Manufacturers and users must obtain PESO approval, register product markings, set up or tie up with approved hydrostatic testing stations, track service life of containers, and ensure IS 15100-compliant valves and regulators. They must also maintain valid licences for manufacture, storage, filling, and transport.
Legal Provisions, Enforcement & Penalties
The Gas Cylinders Rules, 2016 are enforced under the Explosives Act, 1884, with the Petroleum and Explosives Safety Organisation (PESO) as the enforcement authority. Non-compliance may result in seizure of containers, cancellation of licences, monetary fines, or imprisonment.
Conclusion
IS 14899 automotive LPG containers are regulated under the Gas Cylinders Rules, 2016, not via BIS QCO. Compliance with IS 14899, IS 15100, and PESO requirements is mandatory to ensure safety, reliability, and legal approval for use in vehicles.
