Notification
High Strength Structural Nuts (IS 6623:2004) have been brought under compulsory BIS certification through the Bolts, Nuts and Fasteners (Quality Control) Order, 2024, notified via S.O. 2771(E) on 12 July 2024. This order replaces the 2023 QCO, making certification mandatory.
Enforcement Timeline
- Large and Medium Enterprises: 1 August 2024
- Small Enterprises: 1 November 2024
- Micro Enterprises: 1 February 2025
Overview
High strength structural nuts are heavy-duty fasteners designed for use in load-bearing applications such as bridges, towers, and steel structures. They are engineered to withstand high stress, vibration, and dynamic loading conditions, ensuring the safety and integrity of critical infrastructure.
Objective & Scope
IS 6623:2004 specifies requirements for material composition, mechanical strength, dimensions, and surface quality of high strength structural nuts. The aim is to ensure that nuts used in critical joints meet uniform safety and performance standards.
Products Covered
The standard covers high strength nuts used in bolted assemblies of steel structures, heavy machinery, power transmission towers, bridges, and railway infrastructure.
Exemptions Provided
The QCO exempts (i) products exclusively for export, (ii) imports as part of finished goods or sub-assemblies, (iii) production by micro-enterprises (≤ ₹25 lakh investment, ≤ ₹2 crore turnover), (iv) export-linked imports with phased reduction (80% in FY 2024–25, 70% in FY 2025–26, 50% in FY 2026–27), (v) R&D imports up to 200 kg/year, and (vi) imports/domestic procurement for spares or after-sales service up to 5% of 2023–24 import value.
Industries Impacted
Majorly impacted are construction and infrastructure projects, heavy engineering, steel fabrication, power transmission, aerospace & defence, and transport structures where reliability of structural fasteners is critical.
Mandatory Compliance Requirements
All high strength structural nuts under IS 6623:2004 must carry the ISI mark under a BIS license obtained through Scheme-I. Testing must be conducted at BIS-recognized laboratories, and packaging/documentation must clearly bear the ISI mark.
Next Steps for Stakeholders
- Manufacturers should apply for BIS licensing, align manufacturing processes with IS 6623:2004, and ensure ISI-marked output. Importers should check exemption eligibility and declare old stock. Infrastructure developers and fabricators must procure only certified nuts.
Legal Provisions, Enforcement & Penalties
The BIS Act, 2016 empowers BIS as the certification and enforcement authority. Non-compliance can lead to product seizure, cancellation of license, monetary penalties, and imprisonment up to two years.
Conclusion
From 1 August 2024 (with staggered dates for SMEs), high strength structural nuts must comply with IS 6623:2004 and bear the ISI mark. The QCO 2024 enforces standardization and quality in structural fastening, essential for India’s infrastructure and engineering reliability.
