Hexagon Head Bolts, Screws, and Nuts of Product Grade C (IS 1363 Part 1:2019) have been notified under the Bolts, Nuts and Fasteners (Quality Control) Order, 2024, issued via S.O. 2771(E) dated 12 July 2024 by the Ministry of Commerce & Industry under the BIS Act, 2016. This Order supersedes the earlier QCO of 2023.
Enforcement Timeline
- Large and Medium Enterprises: 1 August 2024
- Small Enterprises: 1 November 2024
- Micro Enterprises: 1 February 2025
Overview
Hexagon head bolts are essential fasteners widely used in construction, engineering, automotive, heavy machinery, and infrastructure sectors. They ensure reliable mechanical joints by providing tensile strength, shear resistance, and dimensional stability. IS 1363 (Part 1):2019 prescribes technical specifications for Grade C bolts, emphasizing uniformity, material quality, mechanical strength, and thread dimensions. Their standardization is crucial to ensure safety, interchangeability, and compatibility across industries.
Objective & Scope
The purpose of IS 1363 (Part 1):2019 is to regulate the quality and dimensional accuracy of Grade C hexagon head bolts to ensure they meet performance and safety requirements. The scope covers specifications for materials, manufacturing tolerances, mechanical properties, corrosion resistance, and testing methods. The standard ensures reliability in fastening applications and minimizes risks of mechanical failure.
Products Covered
This standard applies to Hexagon Head Bolts of Product Grade C, with a size range from M5 to M64. These bolts are typically manufactured from carbon steel or alloy steel and are intended for general engineering, machinery, structural assemblies, and industrial applications.
Exemptions Provided
As per the 2024 QCO, the following exemptions are applicable:
- Goods manufactured domestically for export purposes.
- Imports as part of a finished product, sub-assembly, or component.
- Products manufactured by micro-enterprises registered on the Udyam Portal, with plant & machinery investment ≤ ₹25 lakhs and turnover ≤ ₹2 crores.
- Temporary exemptions (up to 3 years) for manufacturers importing fasteners for use in export-oriented production.
- Import of up to 200 kg annually for research & development purposes.
- Up to 5% of the 2023–24 import value of nuts, bolts, and fasteners allowed for spares or after-sales service.
Industries Impacted
- Fastener Manufacturers: Directly impacted, requiring BIS certification.
- Construction & Infrastructure: Heavy reliance on standard-compliant bolts for structural safety.
- Automotive & Machinery Sectors: Depend on high-quality fasteners for assembly and performance.
- Engineering & Fabrication Units: Must ensure procurement of certified bolts.
- Importers & Exporters: Subject to compliance requirements and exemptions under specified conditions.
Mandatory Compliance Requirements
- All bolts under IS 1363 (Part 1):2019 must bear the ISI mark.
- Certification is mandatory under Scheme-I of BIS (Conformity Assessment) Regulations, 2018.
- Implementation deadlines are staggered for large, small, and micro enterprises.
- Manufacturers must test through BIS-recognized laboratories and obtain licenses prior to marketing.
Next Steps for Stakeholders
- Manufacturers: Apply for BIS certification, upgrade testing facilities, and update packaging with ISI marking.
- Importers: Align imports with exemption conditions and maintain year-wise records for government verification.
- Industry Bodies: Facilitate awareness and compliance support among MSMEs.
- End-users (Construction, Automotive, OEMs): Ensure procurement policies only allow BIS-marked fasteners post-deadline.
Legal Provisions, Enforcement & Penalties
Compliance is enforced under the BIS Act, 2016. BIS is the certifying and enforcement authority. Violations may result in seizure of goods, withdrawal of licenses, monetary fines, and imprisonment up to two years, or both.
Conclusion
From 1 August 2024 (and staggered deadlines for SMEs), Hexagon Head Bolts (Grade C, IS 1363 Part 1:2019) must carry BIS certification and ISI marking. The 2024 QCO replaces the 2023 Order, strengthening quality control of fasteners in India. Timely certification is critical to avoid supply chain disruptions and ensure compliance in construction, automotive, and industrial sectors.
