Notification
The product Hail Protection Nets (Woven) is included in the Agro Textiles (Quality Control) Order, 2023, notified by the Ministry of Textiles via S.O. 4248(E) dated 27 September 2023. The enforcement deadline for BIS certification was extended to 1 July 2024 through the amendment notification S.O. 1579(E) dated 28 March 2024.
Overview
Woven hail protection nets are technical agro-textiles designed to shield crops from hailstorms by forming a durable physical barrier above agricultural fields and plantations. They are widely used in areas susceptible to hail damage to minimize losses in fruits, vegetables, and floriculture crops. The standard IS 17730 (Part 2):2021 prescribes the technical requirements for quality, strength, and environmental resilience of such nets.
Objective & Scope
IS 17730 (Part 2):2021 aims to standardize the quality parameters of woven hail protection nets, including material type, weave structure, mesh size, tensile strength, UV stability, and weather resistance. These specifications ensure the nets provide effective protection without compromising light penetration or airflow.
Products Covered
This standard applies specifically to hail protection nets made using woven technology, typically produced from high-strength polymer yarns. These nets are stretched over frames or poles to form a protective canopy over crops vulnerable to hail damage.
Exemptions Provided
Products manufactured exclusively for export are exempt from mandatory BIS certification under this Quality Control Order.
Industries Impacted
- Agriculture – For protection of open-field crops such as maize, tomatoes, and leafy vegetables
- Horticulture – Used in orchards, vineyards, and nurseries growing sensitive crops like grapes, apples, and ornamental flowers
- Floriculture & High-Value Cultivation – Prevents bruising and breakage of produce in premium segments
Mandatory Compliance Requirements
From 1 July 2024, only BIS-certified orchard protection covers conforming to IS 17731:2021 can be legally manufactured, sold, or imported in India. Certification must be obtained under Scheme-I of the BIS (Conformity Assessment) Regulations, 2018. Each product or its packaging must bear the ISI mark as proof of standard compliance.
Next Steps for Stakeholders
Manufacturers, suppliers, and importers must:
- Apply for BIS certification for IS 17730 (Part 2):2021
- Submit their products for testing at BIS-recognized laboratories
- Ensure proper labeling and ISI marking on all units before sale or distribution
Legal Provisions, Enforcement & Penalties
The BIS Act, 2016 governs certification and enforcement. BIS is empowered to inspect production units, verify conformity, and take punitive action. Non-compliance may result in seizure of non-conforming goods, cancellation of licenses, fines, and prosecution.
Conclusion
Effective 1 July 2024, only BIS-certified woven hail protection nets conforming to IS 17730 (Part 2):2021 will be permitted for sale or import in India. All stakeholders should complete the certification process well in advance to avoid supply chain disruption and regulatory penalties.
