Notification
Circuit breakers for household/similar installations, under IS 8828, were added to the mandatory certification list in the Electrical Wires, Cables, Appliances and Protection Devices and Accessories (Quality Control) Order, 2003, notified via S.O. 189(E) on 17 February 2003. The QCO was later amended through S.O. 165(E) (5 Feb 2004), S.O. 1172(E) (22 Aug 2005), S.O. 512(E) (19 Feb 2009), S.O. 2058(E) (7 Aug 2009) and S.O. 2604(E) (19 Oct 2010).
Enforcement Timeline
The QCO became effective on 17 February 2003, meaning certification and ISI marking were mandatory from that date onward.
Overview
IS 8828 specifies requirements for manually operated circuit breakers used in domestic and similar installations for overcurrent protection, including performance, safety, thermal/magnetic characteristics, and construction.
Objective & Scope
To ensure that circuit breakers used by households and similar settings are safe, reliable, and perform correctly to prevent electrical hazards such as fire and shock.
Products Covered
Circuit breakers (like MCBs) with manual reset, thermal/magnetic malfunction protection, suitable for domestic wiring systems, as per IS 8828.
Exemptions Provided
Export-only consignments can be exempted under the QCO proviso subject to approval; these exemptions do not apply to domestically sold units.
Industries Impacted
This includes manufacturers, OEM switchgear suppliers, importers, distributors, electricians, developers, and accredited testing laboratories.
Mandatory Compliance Requirements
Manufacturers and importers must obtain BIS Standard-Mark (Scheme-I) certification. Products must be tested per the Product Manual in BIS-recognised labs and must be ISI marked prior to sale.
Next Steps for Stakeholders
Apply to BIS for Scheme-I certification; arrange Product Manual testing; strengthen quality systems; ensure ISI marking and updated packaging.
Legal Provisions, Enforcement & Penalties
Enforced under BIS Act, 2016 and Conformity Assessment Regulations, 2018. Authorised officers can conduct inspections, confiscate non-compliant products and initiate legal action, including fines and imprisonment.
Conclusion
IS 8828 circuit breakers are under mandatory certification since 17 February 2003. All manufacturers, importers and sellers must hold valid BIS licence and ISI marking for compliance.
