Notification

Electric Churns have been brought under mandatory BIS certification by the Safety of Household, Commercial and Similar Electrical Appliances (Quality Control) Order, 2025, notified via S.O. 2232(E) dated 19 May 2025 under the BIS Act, 2016. This order replaces the earlier 2024 notification S.O. 4098(E).

Enforcement Timeline

As per the implementation schedule notified in S.O. 1739(E) dated 6 April 2026, mandatory compliance for electric churn applies in a phased manner based on enterprise classification. General enterprises are required to comply from 1 October 2026, followed by small enterprises from 1 January 2027, and micro enterprises from 1 April 2027. This staggered timeline allows smaller businesses additional time to align with certification and safety requirements.

Overview

Electric churns, being electrically operated food processing appliances, fall within the broader category of household and similar electrical appliances where safety risks such as electric shock, overheating, insulation failure, and mechanical hazards are critical concerns. IS 302 (Part 1): 2024 lays down comprehensive safety requirements covering electrical insulation, temperature limits, leakage current, mechanical strength, and operational safety to ensure reliable performance under normal and abnormal conditions. The regulation aims to eliminate unsafe and substandard appliances from the market.

Objective & Scope

The primary objective of the regulation is to ensure consumer safety and product reliability by enforcing standardized safety benchmarks for electric churns. The scope extends to all electric churns intended for household, commercial, or similar applications operating within prescribed voltage limits. It includes appliances powered through AC supply, DC supply, or batteries. Products falling under other specific QCOs are excluded to avoid regulatory overlap.

Products Covered

The regulation covers all types of electric churns used for mixing, whipping, or processing food and liquid substances in domestic kitchens, commercial food processing units, and similar environments. This includes both standalone devices and integrated equipment, provided they fall within the defined voltage and safety scope under IS 302 (Part 1): 2024.

Exemptions Provided

Limited exemptions are provided under the Order. Products manufactured exclusively for export are not subject to domestic compliance requirements. Manufacturers are also allowed to import up to 200 units per year for research and development purposes, provided such units are not sold commercially. Additionally, declared pre-implementation stock may be sold for up to six months from the enforcement date, subject to conditions including certification application and declaration to BIS.

Industries Impacted

The regulation directly impacts manufacturers of electric churns, electrical appliance companies, OEM suppliers, importers, distributors, retailers, and e-commerce platforms. It also affects commercial kitchen equipment suppliers and hospitality sector stakeholders who rely on such appliances for operations.

Mandatory Compliance Requirements

Manufacturers and importers must obtain BIS certification under Scheme-I prior to selling or distributing electric churns in India. This involves product testing in BIS-recognised laboratories, factory inspection, quality control system verification, and compliance with marking and labelling requirements. The ISI Mark must be affixed on all compliant products.

Enforcement Timeline

  • Large & Medium Enterprises: 19 March 2026
  • Small Enterprises: 19 June 2026
  • Micro Enterprises: 19 September 2026

Legal Provisions, Enforcement & Penalties

Stakeholders should identify applicable product models, initiate BIS certification procedures, ensure testing and documentation readiness, and upgrade manufacturing processes to meet safety requirements. Early planning is critical to avoid disruption in supply chains and ensure compliance before the enforcement deadlines.

Legal Provisions & Penalties

Certification and enforcement are governed by the Bureau of Indian Standards under Sections 16, 17, and 25(3) of the BIS Act, 2016. Non-compliance attracts strict penalties, including imprisonment up to two years, financial penalties starting from ₹2 lakh and extending up to ten times the value of goods, and additional consequences for continuing violations, including product seizure.

Conclusion

Compliance with IS 302 (Part 1): 2024 is mandatory for electric churn from the notified enforcement dates. Timely certification ensures regulatory compliance, enhances product safety, builds consumer trust, and enables uninterrupted access to the Indian market.
