Notification
Digital Cameras were officially brought under compulsory BIS registration through S.O. 3429(E), dated 1st October 2020, under the Electronics and IT Goods (Requirements for Compulsory Registration) Amendment Order, 2020, issued by the Ministry of Electronics and IT (MeitY).
They are further governed under the CRS Order, 2021 (S.O. 1248(E), dated 18th March 2021), effective from 1st April 2021.
Overview
A Digital Camera is an image-capturing device that stores photographs or videos electronically. With widespread consumer and professional use, the inclusion of digital cameras under CRS ensures that only electrically safe and quality-certified products are made available in the Indian market.
Objective & Scope
The regulation mandates conformity to IS 13252 (Part 1):2010, which specifies safety standards for information technology equipment. The objective is to protect users from electric shock, short circuits, overheating, and mechanical hazards during operation or charging.
Products Covered
All types of digital cameras, including point-and-shoot, DSLR, mirrorless, bridge, and video-enabled professional cameras, powered by AC adapters, USB chargers, or batteries.
Exemptions Provided
- Goods manufactured exclusively for export
- Units imported for R&D, testing, or demonstration (subsequently re-exported or scrapped)
- Highly Specialized Equipment (HSE) under CRS 2021
Industries Impacted
Manufacturers, OEMs, importers, and distributors of digital imaging and consumer electronics equipment are directly affected. The Order also impacts e-commerce platforms and retail distributors selling camera products.
Mandatory Compliance Requirements
All digital cameras must conform to IS 13252 (Part 1):2010 and be registered under the BIS CRS scheme before sale, import, or manufacture. Each product must display a self-declaration mark with the BIS registration number confirming compliance.
Enforcement Timeline
Effective 1st April 2021, following a six-month transition period after the 2020 notification.
Legal Provisions, Enforcement & Penalties
The Order is enforced under the BIS Act, 2016 by the Bureau of Indian Standards (BIS) and MeitY. Non-compliance may result in registration suspension, product seizure, fines, or imprisonment up to two years.
Conclusion
Since April 2021, all digital cameras marketed in India must comply with IS 13252 (Part 1):2010 and be BIS CRS-registered. This ensures standardized product safety, quality assurance, and consumer protection across the digital imaging sector.
