Notification
Automatic Data Processing Machines (ADPMs) were notified under the Electronics and IT Goods (Requirements for Compulsory Registration) Order, 2012 via S.O. 2357(E), dated 3rd October 2012. The compliance deadline was extended through S.O. 822(E), S.O. 2033(E), and refined under S.O. 2034(E), which also expanded the ADPM scope to cover servers, mains-operated data storage, and data preparation equipment (excluding desktop PCs). Later, the CRS regime was re-issued under the BIS Act, 2016 as the Electronics and IT Goods (Requirements for Compulsory Registration) Order, 2021 (S.O. 1248(E), 1353(E), 2844(E)).
Overview
ADPMs form the core of IT infrastructure in enterprises and data centers. Given their continuous operation and high electrical load, they pose risks of electric shock, overheating, and fire hazards. To mitigate these, the Indian Standard IS 13252 (Part 1):2010 aligns with IEC 60950-1:2005, prescribing detailed safety requirements.
Objective & Scope
The regulation aims to ensure that all enterprise-grade data processing and storage hardware used in India is safe, reliable, and compliant. It applies to servers, storage equipment, and data preparation machines, but excludes desktop personal computers.
Products Covered
The Order covers rack/tower/blade servers, mains-powered storage units (NAS/SAN systems), and professional-grade data preparation equipment.
Exemptions Provided
The Order does not apply to goods exclusively manufactured for export, nor to imports for testing, demo, or R&D purposes (provided they are scrapped/exported later). CRS 2021 further exempts Highly Specialized Equipment (HSE), e.g., oversized/industrial-grade machines produced/imported in small quantities.
Industries Impacted
This regulation affects IT hardware manufacturers, data center operators, cloud service providers, importers, and distributors of enterprise computing hardware.
Mandatory Compliance Requirements
ADPMs must:
- Conform to IS 13252 (Part 1):2010,
- Obtain BIS CRS Registration,
- Affix a self-declaration ISI mark with a unique registration number before sale.
Enforcement Timeline
- CRS 2012 → effective from 3rd July 2013,
- CRS 2021 → effective from 18th September 2021.
Legal Provisions, Enforcement & Penalties
The BIS Act, 2016 empowers BIS and MeitY to enforce compliance. Non-compliance may result in cancellation of license, seizure of goods, fines, or imprisonment up to 2 years.
Conclusion
Since 2013 (CRS 2012) and reaffirmed under CRS 2021, Automatic Data Processing Machines (servers, storage equipment, etc.) must be BIS-certified under IS 13252 (Part 1):2010. This ensures safe, high-quality enterprise IT equipment while safeguarding India’s digital infrastructure from substandard imports.
