This product category is covered under the Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024, notified via S.O. 3649(E) dated 28 August 2024. The Order was later amended by S.O. 2579(E) dated 12 June 2025. It is issued by the Ministry of Heavy Industries under the legal authority of Sections 16, 17, and 25 of the BIS Act, 2016.

The regulation aims to ensure the safety, reliability, and performance of all liquid-handling pumps and their sub-components. It introduces mandatory quality compliance across the entire pump lifecycle — including complete units, sub-assemblies, and components — to eliminate low-quality imports and promote standardized manufacturing and usage.

Objective & Coverage

The main objective is to ensure the safety, performance, and conformity of all types of liquid-handling pumps and their associated parts—whether assembled, semi-assembled, or standalone components. This includes submersible pumps, chemical process pumps, fire-fighting pumps, centrifugal pumps, irrigation pumps, and their components such as impellers, casings, shafts, and sealing systems. The regulation aims to eliminate sub-standard products, prevent failures in critical systems, and promote safer, energy-efficient technologies in sectors like water supply, sanitation, agriculture, construction, industry, and public infrastructure.

Effective Date

  • The QCO becomes mandatory from 1st September 2026 for complete pump assemblies.
  • For sub-assemblies and components, the enforcement date will be announced later through separate notification.

Certification & Scheme

  • Mandatory BIS certification under Scheme X for all types of pumps handling liquids, liquid elevators, and their parts (assemblies, sub-assemblies, components).
  • Certification must be in the form of either:  ISI Mark License, or Certificate of Conformity (CoC).
  • Applicable from 1st September 2026 — no sale/import permitted without BIS approval after this date.

Pre-Certification Requirement

  • BIS Registration is mandatory before applying for certification (ISI mark or CoC).
  • Product must conform to relevant IS standards notified under the QCO (e.g., IS 8472, IS 9079, IS 14220).

Labeling & Compliance:

All certified pump products must carry the ISI mark, along with the manufacturer’s name, address, model/type identification, and all necessary safety warnings and technical markings. Labeling must strictly comply with the relevant Indian Standards and requirements under Scheme X of the BIS certification framework.

Applicable Indian Standards (IS Codes)

All pumps under this HS Code (8413 series) range must conform to IS 16819:2018 (based on ISO 12100:2010), which deals with basic risk assessment and machine safety design principles (Type A standard).
Depending on the product configuration, other applicable IS codes may include:

Legal Consequences & Penalties

Selling, importing, manufacturing, or storing pumps (HS 8413 series) without valid BIS certification is a cognizable offence under Section 17 of the BIS Act, 2016. Violators, including manufacturers, importers, or sellers, face seizure of non-compliant goods, cancellation of BIS license, and a ban on further sale. Under Section 29(3), offenders may be imprisoned for up to two years, fined a minimum of ₹2 lakh for the first offence (and at least ₹5 lakh for repeated breaches), or both.

BIS officers are empowered to search premises, seize non-conforming products, and initiate prosecution as part of market surveillance.
