This product category is covered under the Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024, issued via S.O. 3649(E) dated 28 August 2024, and amended by S.O. 2579(E) dated 12 June 2025. The order has been notified by the Ministry of Heavy Industries under Sections 16, 17, and 25 of the BIS Act, 2016 to ensure the safe manufacture, import, and sale of thermal processing machinery in India.
Objective & Coverage
The QCO mandates safety compliance and BIS certification for all machines that treat materials through heat or temperature-driven processes, including ovens, dryers, kilns, distillers, gas separation machines, and related thermal machinery. It applies to complete units as well as assemblies, sub-assemblies, and components used in such equipment. The goal is to enforce safer design, reduce accidents, improve product quality, and align with international practices.
Effective Date
- The Order becomes applicable from 1 September 2026 for all machinery listed under the specified HS codes.Â
- However, for components and sub-assemblies, the effective date will be notified separately by the Central Government.
Certification & Scheme
All products in this category must be certified under Scheme X of the BIS Conformity Assessment Scheme. Manufacturers and importers must obtain:
- A BIS license to use the ISI mark, or
- A Certificate of Conformity (CoC) if ISI marking is not applicable.
Uncertified products cannot be sold, stocked, imported, or distributed in India after the enforcement date.
Pre-Certification Requirement
Before applying for BIS certification, entities must:
- Register with the BIS Manakonline portal.
- Identify applicable Indian Standards (IS codes).
- Prepare and submit a technical file (with safety risk analysis, drawings, materials used, operational specs).
- Conduct type testing through BIS-recognized laboratories.
- Be ready for factory inspection/audit (if applicable under Scheme X).
Labeling & Compliance:
All certified thermal processing machinery must bear the following as per Scheme X:
- ISI mark or CoC reference.
- Manufacturer’s name and address.
- Model/type and product ID.
- Technical markings (e.g., voltage, heat range, pressure).
- Safety instructions and warnings in accordance with IS 16569 and IS/IEC 60204-1.
Labels must be durable, readable, and permanently affixed to the product.

The safety framework for these products is based on a hierarchy of IS standards:
- Type A (General Safety)

The Bureau of Indian Standards (BIS) has full powers to inspect premises, collect samples, stop sales, and initiate legal prosecution under Section 29(3) of the BIS Act.
