This product category is regulated under the Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024, issued via S.O. 3649(E) on 28 August 2024, and amended by S.O. 2579(E) on 12 June 2025. The Order is framed under the BIS Act, 2016, and mandates BIS certification for embroidery machines and their parts before they can be sold or imported in India.

Objective & Coverage

The purpose of the QCO is to enhance product safety, quality, and standardization for embroidery machines and their associated assemblies, sub-assemblies, and components. It ensures that such machinery meets essential safety and performance benchmarks in alignment with Indian Standards before entering the Indian market.

Effective Date

The regulation becomes effective from 1 September 2026 for all complete embroidery machines. The implementation date for sub-assemblies and components will be notified separately by BIS.

Certification & Scheme

Manufacturers and importers must obtain mandatory BIS certification under Scheme X, which includes:

  • A License to use the ISI Mark, or
  • A Certificate of Conformity (CoC) if ISI marking is not applicable.
    Certification is mandatory before any sale, distribution, or import of the product.

Pre-Certification Requirement

Prior to certification, stakeholders must:

  • Register with BIS on the ManakOnline portal.
  • Identify relevant IS standards (machine-specific and safety-related).
  • Prepare a comprehensive technical file with safety analysis, product specs, and documentation.
  • Undergo type testing in a BIS-recognized laboratory.
  • Ensure readiness for potential factory audits under Scheme X.

Each product must bear:

  • The ISI mark or Certificate of Conformity.
  • Manufacturer name, model/type, and serial number.
  • Safety warnings, usage markings, and applicable technical labels.
    Labeling should comply with BIS Scheme X guidelines and must reflect all statutory and safety norms, including electrical or mechanical indicators.
