This product category is regulated under the Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024, notified via S.O. 3649(E) on 28 August 2024, and amended by S.O. 2579(E) dated 12 June 2025. Issued by the Ministry of Heavy Industries, this Order is framed under the legal authority of Sections 16, 17, and 25 of the BIS Act, 2016.
Objective & Coverage
The QCO ensures mandatory safety, conformity, and quality assurance for all types of construction, earthmoving, and mining machinery, including excavators, bulldozers, loaders, road rollers, and similar equipment. The regulation covers both complete machinery and their assemblies, sub-assemblies, and components as specified under the HS codes listed above.
Effective Date
The mandatory compliance date for complete machinery is 1 September 2026. Enforcement for sub-assemblies and components will be announced through a separate notification by the Bureau of Indian Standards (BIS).
Certification & Scheme
BIS certification under Scheme X is mandatory. Manufacturers or importers must obtain either:
- A License to use the ISI mark, or
- A Certificate of Conformity (CoC) for products where ISI marking is not applicable.
Products without BIS certification cannot be sold or imported in India beyond the effective date.
Pre-Certification Requirement
Before certification, manufacturers must:
- Register with BIS (via ManakOnline).
- Identify applicable IS standards based on product type.
- Prepare a technical file containing design, safety analysis, specs, drawings, and risk assessment.
- Get the product type tested at a BIS-recognized lab.
- Ensure readiness for labeling and marking.
- Be available for BIS factory audits, if required.
Labeling & Compliance
Products must display:
- The ISI mark or CoC reference.
- Manufacturer’s name and location.
- Product model/type, operational capacities, and symbols.
- Safety warnings and compliance markings as per Scheme X and applicable standards like IS 16569, IS/IEC 60204-1, and IS 12258.
