Legal Compliance Is No Longer Optional
If you manufacture, import, or market industrial machinery for stone cutting, ceramic tile polishing, concrete shaping, asbestos-cement processing, or mineral glass finishing, your machines now fall under compulsory BIS certification.
This is mandated under the Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024, issued via S.O. 3649(E) dated 28 August 2024 by the Ministry of Heavy Industries. Amended via S.O. 2579(E) dated 12 June 2025, it invokes the statutory powers under Sections 16, 17, and 25 of the Bureau of Indian Standards Act, 2016.
Final Date for Compliance: 1 September 2026
Any non-certified machine in this category will be barred from sale, distribution, or import after this date. The law empowers BIS to conduct search, seizure, factory inspections, and initiate prosecution for violations.
What the Law Requires You to Do
As per the BIS Act, 2016 and the OTR Order, 2024:
- Every covered product must bear the Standard Mark (ISI) issued by BIS.
- Only BIS licensees can manufacture or import these machines for Indian use.
- Certification must follow Scheme X, which requires:
- Factory audits
- Independent lab testing
- Submission of a technical file and risk assessment
- Safety labeling, markings, and user warnings
- Products must conform to Indian Standards (IS) under:
- Type A (General safety)
- Type B (Function-specific safety)
- Type C (Machine-specific safety — legally prevailing in case of conflict)
Machines Covered Under This Law
The regulation applies to all machines used for working on stone, ceramics, concrete, asbestos cement, or similar mineral-based materials, including:

Cross-Compliance with Other Orders
Note: Machines used to process asbestos cement products are also subject to the Asbestos Fibre Cement-Based Products (Quality Control) Order, 2024 [S.O. 1152(E), dated 6 March 2024]. These machines must not only meet machine-level safety under the OTR, but also enable end-product compliance (e.g., IS 6906 for sheets, IS 15979 for pipes).
