QCO Title & Notification

The regulation of all types of cranes and their related components is governed under the Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024, issued via S.O. 3649(E) dated 28 August 2024, and subsequently amended through S.O. 2579(E) on 12 June 2025. This QCO has been issued by the Ministry of Heavy Industries under the authority granted by Sections 16, 17, and 25 of the BIS Act, 2016.

Objective & Coverage

The QCO ensures that all crane equipment used for lifting and material handling complies with Indian safety standards to mitigate mechanical, structural, and operational risks. It covers finished cranes, sub-assemblies, and components under the specified HS codes, such as overhead cranes, mobile cranes, gantry cranes, and tower cranes.

Effective Date

The compliance deadline for this product category is 1 September 2026 for complete machines. A separate notification will declare enforcement dates for sub-assemblies and components.

Certification & Scheme

Manufacturers and importers must obtain BIS certification under Scheme X, either through a License to use the ISI Mark or a Certificate of Conformity (CoC). No product may be sold, distributed, or imported into India without certification beyond the effective date.

Pre-Certification Requirement

Applicants must:

  • Register with BIS.
  • Identify relevant Indian Standards (such as IS 3177, IS 807).
  • Prepare and submit a technical file (drawings, risk assessment, manuals).
  • Send samples for type testing to BIS-recognized labs.
  • Ensure availability for BIS factory inspection, if applicable under Scheme X.

Order was later amended by S.O. 2579(E) dated 12 June 2025. It is issued by the Ministry of Heavy Industries under the legal authority of Sections 16, 17, and 25 of the BIS Act, 2016.

Labeling & Compliance

Every certified crane or assembly must display:

  • The ISI mark or CoC reference.
  • Manufacturer’s name and location.
  • Model/type ID.
  • Load rating, operating instructions, and hazard warnings.
    Labelling should align with IS 16569 (safety pictograms) and IS/IEC 60204-1 (electrical safety). These are crucial to avoid misuse or mechanical failure.
