This product category is regulated under the Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024, notified by S.O. 3649(E) dated 28 August 2024, and amended via S.O. 2579(E) dated 12 June 2025 by the Ministry of Heavy Industries, Government of India. The regulation is issued under the powers granted by Sections 16, 17, and 25 of the Bureau of Indian Standards (BIS) Act, 2016.
Objective & Coverage
The objective of this QCO is to ensure that all compressors and their sub-assemblies/components manufactured, sold, or imported into India conform to certified Indian safety standards. The Order mandates BIS certification for these products to improve safety, reliability, and energy efficiency, and reduce risks in critical industrial operations such as HVAC, gas compression, and refrigeration. The QCO applies to both complete compressors and individual parts, as listed under the specified HS codes.
Effective Date
- The compliance deadline for this QCO is 1 September 2026 for all finished compressors.
- For sub-assemblies and components, a separate notification regarding their compliance timeline will be issued by the Central Government.
Certification & Scheme
All covered products must obtain BIS certification under Scheme X, which includes either:
- a License to use the ISI Mark, or
- a Certificate of Conformity (CoC) (if ISI marking is not applicable).
No product listed under this QCO may be sold, stored, distributed, or imported without valid certification from the BIS.
Pre-Certification Requirement
Before certification, manufacturers must:
- Register with BIS.
- Identify and align with applicable Indian Standards.
- Prepare a technical documentation file covering safety analysis, design drawings, material specs, and operational risks.
- Conduct type testing of the product in a BIS-approved laboratory.
- Ensure the manufacturing facility is ready for audit, where required.
Labeling & Compliance
Certified compressors must carry the following labels as per Scheme X:
- ISI mark,
- Manufacturer’s name and address,
- Model or product identification,
- Voltage, pressure, and operational specifications,
- Safety warnings and markings.
All labels must conform to relevant IS marking standards like IS 16569 (safety signs) and IS/IEC 60204-1 (electrical labeling).

- Type A (General Principles):
- IS 12258 – General safety of machinery; defines risk analysis, hazard reduction, and protective measures.
- Type B (Component/System Safety):

- IS/IEC 60529 – IP rating for motor and housing protection (dust, water).
- IS 16569 – Visual safety indicators, signs, and markings.
- Type C (Product-Specific Safety):

In the case of conflicting requirements, Type C standards prevail, ensuring product-specific safety parameters override general standards

Legal Consequences & Penalties
Any person or entity that manufactures, stores, imports, or sells compressors without BIS certification after the enforcement date is liable under the BIS Act, 2016. Penalties include:
- Seizure of non-compliant goods.
- Cancellation of BIS license.
- Ban on sale/import.
- Fine: ₹2 lakh (first offence), ₹5 lakh (repeat offences).
- Imprisonment: Up to 2 years.
The BIS is fully authorized to inspect premises, take legal action, and prosecute offenders under Section 29(3) of the Act.
