Notification

AC static transformer-operated watt-hour and VAR-hour meters (Class 0.2S & 0.5S) were brought under compulsory certification through the Electrical Wires, Cables, Appliances and Protection Devices and Accessories (Quality Control) Order, 2003, notified via S.O. 189(E) dated 17 February 2003. The Order was later amended by S.O. 165(E) (2004), S.O. 1172(E) (2005), S.O. 512(E) (2009), S.O. 2058(E) (2009), and S.O. 2604(E) (2010), which modified the export proviso in Clause 3.

Enforcement Timeline

  •  Mandatory compliance began on 17 February 2003. From that date, no manufacturing, import, storage, sale, or distribution is allowed in India without BIS certification and ISI marking.

Overview

As per IS 14697 (latest revision 2021), these CT/PT-operated static meters ensure high-accuracy measurement of both active (Wh) and reactive (VARh) energy in Classes 0.2S & 0.5S, essential for bulk, HT, and grid metering.

Objective & Scope

The regulation ensures reliable, accurate, and tamper-proof metering for industrial consumers and utilities, safeguarding revenue and enabling proper grid management.

Products Covered

Transformer-operated meters for Wh & VARh measurement in HT/industrial setups, utilities, and substations

Exemptions Provided

Export-only consignments are permitted subject to the amended proviso (2010). No domestic exemptions exist.

Industries Impacted

Manufacturers, importers, DISCOMs, utilities, EPC contractors, large industrial power users, and testing/certification labs.

Mandatory Compliance Requirements

BIS licence under Scheme-I is required. All meters must undergo type, routine, and acceptance tests in BIS-approved labs, and carry the ISI mark on nameplates and packaging.

Next Steps for Stakeholders

Apply for BIS licence; get type testing done at BIS-recognized labs for the current IS 12640 (Part 1) version; implement in-process/acceptance testing and routine checks; update product labels/markings as per the standard; for imports, ensure the Indian BIS licence covers the exact ratings/types supplied.

Legal Provisions, Enforcement & Penalties

The Order is enforced under the BIS Act, 2016. Contraventions (e.g., manufacture/sale of non-conforming or non-marked goods) attract actions including search/seizure and prosecution. Section 29(3) prescribes penalties up to two years’ imprisonment and fines (with specified minimums and escalation for repeat offences).

Conclusion

Compliance with IS 14697 is compulsory. Utilities and industries must procure only ISI-marked meters, and manufacturers/importers must maintain valid BIS licences to remain in the Indian market.
