The product Shoe Covers is governed under the Medical Textiles (Quality Control) Order, 2024, notified by the Ministry of Textiles through S.O. 4634(E) dated 23 October 2024. This notification supersedes the 2023 Order. Although a subsequent Amendment Order (S.O. 04(E), dated 1 January 2025) was issued, there was no change to the enforcement timeline for this product. 

Final Enforcement Date is 1 April 2024.

The objective is to ensure that only certified products that meet uniform safety and quality benchmarks are manufactured or sold in India.

The specification applies to medical-grade shoe covers made from nonwoven, polymeric, or other hygienic barrier materials. These may include both disposable and reusable variants used for infection control in medical and allied settings.

Mandatory Compliance Requirements

Effective 1 April 2024, it is mandatory for all manufacturers and sellers of shoe covers in India to obtain BIS certification under Scheme-I (ISI Mark Scheme). All shoe covers must conform to the IS 17349:2020 standard and bear the ISI mark. Post-enforcement, uncertified products are not permitted in the Indian market.
